A dog or cat does not appear in the floor area, but it changes how a household uses the building. Before buying, inspect the house rules, route through common areas, nearby walking options and current municipal requirements. Lawful pet ownership comes with responsibility for noise, cleanliness, safety and damage.

Ask for the house rules before completion
In a new building, final rules may not yet have been adopted. Request the draft and the developer's plan for initial management. In an operating condominium, read the current rules and recent minutes concerning common areas.
Look for practical provisions about the lift, cleaning, courtyard access, quiet hours and repeated problems. “Pets allowed” is not the whole answer. The issue is how ordinary pet ownership and neighbours' quiet enjoyment work together.
If a clause appears to impose an absolute ban or a special penalty, obtain Bulgarian legal advice on the actual text. The general meeting manages common parts, but its resolutions must remain lawful.
Walk the daily route
Follow the route from the apartment to the street. Is there a tight lobby, a heavy door or a slippery floor? Where can you wait if another resident is nervous around dogs? These are small details until you repeat them several times a day.
Check real walking areas and current municipal restrictions. A green patch on a map may be a playground or an area with special rules. Burgas maintains dog-registration and control information, while permitted spaces should be checked against current signs and municipal rules.
For an apartment marketed with a garden, establish whether the area is owned, attached to the unit or a common part subject to a right of use. “Private garden” in marketing copy does not settle fencing, access or maintenance rights.
Registration is separate from building rules
Dog owners have veterinary and administrative obligations independent of a condominium resolution. They include identification and registration under the applicable procedure, veterinary documents and rules on control and safety outside the home.
Burgas municipality maintains a register and local process. Use its current information because submission methods, deadlines and fees can change. An old news item is a lead, not an instruction.
Cats and other animals may fall under different requirements. Do not automatically apply every dog rule to every pet.
Damage and additional cleaning
An owner or occupier must prevent pollution and danger. If an animal damages a door, flooring or landscaping, the question is not resolved through a general debate for or against pets. The actual damage, cause and remedy need to be established.
A condominium may organise additional cleaning, but charges must be adopted and allocated through a lawful process. Ask to see the resolution and basis if a special recurring amount is presented to you.
The most effective prevention is ordinary: a lead, prompt cleaning, control in the lift and an early conversation when a problem appears.
Choosing the particular apartment
The floor number alone does not settle pet suitability. The route, proximity to the lift, acoustic conditions, flooring and the animal's ability to remain calm matter more. A dog sensitive to passing people may find a home beside the lift more difficult than one farther along a corridor.
