How a Burgas property buyer should use official flood-risk maps

An official flood map can show whether land falls within a modelled extent under a particular scenario. It cannot tell you whether one apartment will flood. Use it as an initial signal, then examine levels, drainage, underground spaces, access and the history of the precise site.

Bulgaria's Black Sea Basin Directorate publishes hazard and risk maps for areas of significant potential flood risk. Hazard and risk are different maps

A hazard map describes physical characteristics of a modelled flood, such as extent and depth under a scenario. A risk map adds potential adverse consequences for people, economic activity, the environment and cultural heritage.

The distinction helps a buyer. The first map explains the process modelled around the site. The second identifies what is exposed in the wider area. Neither assesses waterproofing at your garage ramp or the capacity of one courtyard drain.

Also identify the recurrence scenario. Official maps include high-, medium- and low-probability models expressed through 20-, 100- and 1,000-year return periods. A “100-year” event is not a flood that arrives once on a fixed schedule. It is a statistical description.

Finding the exact location

Start with the cadastral identifier or precise coordinates. District and street names are not enough because a model boundary can pass through only part of an area. Open the relevant significant-risk area and compare the different scenarios.

Record the date, map version and layer name. A screenshot without its legend is easy to misunderstand. If the point lies near a boundary or materially affects your decision, ask a hydraulic engineer to interpret the map alongside the project's data.

An uncoloured location is not an absolute guarantee. The maps cover defined areas, sources and scenarios. Local ponding caused by a blocked drain or a building defect may not appear as regional flood risk.

What to inspect at the building

Look at the slope of the plot and street, garage entrances, linear drains and the routes through which water could reach a ramp, courtyard or basement. Signs of repairs, damp odour and corrosion warrant a closer check, but do not on their own prove past flooding.

For a new project, request the design approach for rainwater and protection of underground levels. Ask where roof and paved-area water is discharged and what happens during a power cut if pumps are involved.

Putting the map into the purchase decision

The result should not automatically mean “buy” or “reject”. It tells you what to investigate next. A property in a modelled area may have well-designed protective measures and insurable risk. A property outside it may have a local drainage weakness.

Show the address and project information to an insurer before completion if this is material to you. Request a written quotation and read exclusions. A standard property policy does not necessarily cover every source of water damage.

For an investment unit, consider indirect costs as well: interrupted access, an unusable garage, repairs to common parts and insurance excess. They may be low-frequency events with a high financial impact.
